Yarra Ranges - What we need from our bus services

Much more frequent bus times - this will allow people to be able to depend on the bus service to get around, at the moment if you miss a bus or it arrives outside of the scheduled time, you could be waiting for some time for the next one and arrive much later than you had planned at your destination.

Bus services that run on Sundays and in the evenings - this provides an option for people to travel for social purposes in the evenings or who work late and also to allow for those who work on the weekend, it could also provide alternative transport option for people visiting for tourism purposes.

A really late night service on Friday and Saturday nights so that people can attend entertainment venues and travel home safely afterwards.

Agriculture & Emissions Trading

A report released by The Australia Institute last week entitled Agriculture and Emissions Trading: The impossible dream? by Dr Hugh Saddler and Helen King questions the Rudd Governments plans to include agricultural emissions from agriculture into the Carbon Pollution Reduction Scheme (CPRS) in 2015.

Nature Based Tourism

Tourism is an important component of the economic landscape in Yarra Ranges Shire. It is important to find ways to support this industry that also complement our communities desire to protect the natural environment. That is why I am particularly interested in the role that nature-based tourism can play in our region. 

FiT - Feed in Tariffs - proven and effective

About a month ago I met with the State MP for Monbulk, James Merlino to discuss Feed-in-Tariffs along with a number of other issues. Feed- in Tariffs for local, small scale renewable energy is a means of seeing much more investment in things such as roof-top solar panels and water heater, micro-wind turbines and in-stream micro-hydro installed.

Feed-in-tariffs have proven immensely successful in Germany which has much less solar energy than we do even out here in Yarra Ranges (except in the heavily forested areas).

eWaste

An increasingly common sight, electronic waste or ewaste, is found amongst the items dumped in our bushland or left by the roadside for hard waste collection.

Bus Review - Have your say!

One way that you can have a say on how you would like the service improved is via the state governments current review of the bus services.

Shadow Weeds Forum

Today I attended a weeds forum hosted by the State Opposition Upper House member Edward O'Donohue and Shadow Minister for the Environment & Climate Change David Davis at Emerald Lake Park. In attendance also was my colleague Darcy Duggan and other environmental groups leaders.

The discussion was full and frank. Lack of adequate resources to tackle what is an emerging weed crisis was raised by most participants as a key barrier to seeing any progress with the issue.

Macclesfield Landcare AGM

Last night I attended the AGM of the Macclesfield Landcare Group. Guest speaker Ian Temby from the Department for Sustainability and the Environment delivered a very interesting presentation on living with wildlife. This event was preceded by coverage in the local paper of problems that residents have been having with wild deer populations. It was both fascinating and disturbing to hear about the range of issues that people are having with wildlife and the limited range of options available to manage these problems. Ian spoke about deer, kangaroos, wombats, birds and fruit growing, flying foxes, swallows and nesting birds as well as snakes. More information is available on the DSE website here.

Yarra Ranges Shire - Built Environment Framework

At last nights council meeting (14th October 2008) I rose to speak to the proposal for council to adopt the Built Environment Framework Report. The council officers had recommended to the Council that this important strategy did not require public consultation. I disagreed.

Referring to the significant commitment that Council made to the community in 1999 via the Vision 2020 process to engage with the community in the development of a vision for our future and the subsequent reviews of this vision every few years. Along with releasing all implementation strategies associated with each of the key themes in vision 2020. It seemed to me that it was a bit of an oversight not to allow the Built Environment Framework to be open for community comment.

VCAT under review

This afternoon I attended a consultation held by Justice Bell, President of VCAT, for community members as part of the review of VCAT that he is currently conducting.

Earlier this year Attorney General Rub Hulls announced an audit of VCAT to determine if it is providing the public accessible, low-cost and speedy justice. This announcement coincided with the appointment of Supreme Court Judge Kevin Bell as the new president of VCAT.

Roadside Weeds New Funding Announced

For some time now a tussle has been going on between the State Government and Victorian Councils over whose responsibility it is to manage roadside weeds. The State Government is keen to transfer this expense onto local councils and this has been made possible by a change of legislation that muddies the waters and doesn't give certainty over whose job it is. In the past it was the responsibility of the adjoining landowner to manage the roadside. 

 

Improving energy supplies to your community seminar

Yesterday I attended an all day forum on Improving Energy Supplies to Your Community. This was a great opportunity to explore a range of options that could be implemented in the Shire of Yarra Ranges. I found out about funding sources to enable energy supply improvements and made a number of connections that I intend to follow up and seek further advice on what we can do locally.

I am grateful to the Consumer Utilities Advocacy Centre (CUAC), Regional Development Victoria, Sustainability Victoria and the Victorian Local Governance Association who sponsored the event.

• What is the potential of non-mainstream energy supplies, e.g. solar, biomass, wind, LPG?

Walkabout Montrose Book Launch

Today I attended the lauch of the 'Walkabout Montrose' book by Kim Wormald and produced by the Montrose Environment Group.

 

Inspired by a similar publication encountered whilst on holidays in New Zealand, Kim has created a lovely book detailing seven walks around the Montrose area. Much more than a simple guide to the track, the walks provide hints on where to look to see some of the wonderful wildlife and vegetation that you will encounter on the trail.

Yarra Ranges Launches Environment Strategy

Today the Shire launched the long awaited Environment Strategy at Birdsland Environment Centre. As a community member of the working group that helped develop the strategy over a number of years it is a great relief to see it finally emerge into the public domain. A number of UYDEC members provided significant input to the strategy. Work began to create this strategy some years ago and it was quite an oversight for a Shire such as Yarra Ranges, with its wealth of natural assets and declared intention to be environmental leaders, not to have had an environment stratetgy until now.

Yarra Ranges Local Planning Policy Framework

Tonight I attended the Council meeting to ask that Council defer the Request the Minster for Planning authorise preparation of a planning scheme amendment to introduce a revised Local Planning Policy Framework.

The Local Planning Policy Framework is a key element of the Yarra Ranges Planning Scheme and contains both the local planning policies and the Municipal Strategic Statement. In effect this is the part of the planning scheme that injects local perspectives on what we wish to see in our communities.

In the short amount of time that I had to review the revised Local Planning Policy Framework - I was certain that the document was not 'policy-neutral'.

I asked Council to provide sometime to allow for corrections to be made in order to ensure that the document indeed reflected current policy. Council agreed to delay forwarding the request ot the Minister for a month in order for me to meet with Shire planning staff to go over my areas of concern

Analysis of Funding for Biodiversity in State Budget

The protection and therefore management of our natural environment is a high priority for local environment groups. Many hours, amongst the highest in the state, are volunteered to do just this. Predominantly these hours are spent on weed control. 

Renewable Energy in the Dandenong Ranges is taking off!

On Tuesday the 18th of March 2008, I had the pleasure of attending a forum on renewable energy hosted by the Dandenong Ranges Renewable Energy Association (DRREA). There were a number of guest speakers who provided useful information about community level action to install renewable energy facilities. What i found most inspiring was the activities that have been undertaken and that are planned for our local area.

The Voluntary Environmental Resource Inventory (VERI) - A Property Vendors Toolkit

One of the issues that members of UYDEC have often raised is the need for some kind of system that provides better details about a property to prospective purchasers prior to purchase.

We have in the past discussed changes that could be made to the Sale of Land Act, in particular Section 32 which covers a 'Statement of matters affecting land being sold'. It details all the information that must be provided to the prospective purschaser prior to the sale of the land.

Montrose Quarry - Urgent Request
